Assigned to consult in the Planning and Scheduling of the LHA 7 mulit-purpose amphibious assault ship and LPD 26.  The schedule contained 19,000+ Work Packages and 63,000+ Work Orders

A state-of-the art steel plant located in Calvert, AL

Lead Program Engineer

§                                Developed and managed 500,000+ project task schedules for $8B state-of-the-art steel plant to successfully bring mills to production mode of steel coils.  Assisted in construction management of LEED certified administration building.  Directed construction of smaller mill build-out projects totaling a budget of $30M resulting in productive implementation of innovation steel coating application for ISO clients. Member of management team overseeing scheduling, construction and relocation of 230kV double circuit transmission lines and 230KV power plant to switchyard and EHV power lines.  Lead scheduling engineer managing excavation, access roads ,right of ways, duct bank / trench construction, foundation and caisson installation related to substations and T&D location access.

Hot Strip Mill and Cold Roll Mills were able to begin coil production ahead of projected start-up date allowing for sales team advancement of product sales.

·  Supported Director of Infrastructure by providing appropriate inputs for the management reporting, settlement of claims and scheduling purchase activities resulting in results proven mitigation of large contractor claims exceeding $100M. Identified, through creative forensic scheduling, contractor under productivity that created potentials for scheduling delays. Alleviated large frivolous contractor claims by analyzing contractor resource management vs. monthly contractor pay estimate submission.

·  Lead in the establishment of new project budget methods and processes that lowered project operating expenses and enabled the implementation of delayed CapX projects. Created Project Process Model for commencing new construction projects by streamlining the procurement process and executive approval time. Managed project controls and created resource-loaded schedules in P3e for over twenty South Florida Water Management District projects.  Several of these projects required scheduling of overhead distribution line relocation in rural areas where substation proximity was a challenge.  Interfaced with Florida Power and Light and nearby homeowners to coordinate right-of-way access and minimize area power disruption

Successes & Solutions:

         Created a schedule in P5 for construction of the C-43 reservoir, a $338M project with a capacity of 173,000 acre-feet.  Project responsibilities included overseeing the construction of a 220kv substation and relocation of transmission and distribution lines, overhead, underground distribution construction, joint trenching, wire stringing and pole setting.

         Created schedule in P5 and developed criticality and risk assessment reports for the rehabilitation of two 146 mgd wastewater treatment plants.

Developed and managed a three-phase project schedule using the Critical Path Method (CPM) in P3.0 for a twelve lane $300M highway expansion project in Lake Worth, FL.  Phased schedule included power line relocation, pile installation, and hazardous waste disposal.
